Individuals can file complaints or claims to the Central Inspection against administrations falling within its remit, or against the employees or workers of these administrations, for investigation and establishment of facts.
Her Excellency the Minister of State for Administrative Development, Mrs. May Chidiac, said: "We, at the Ministry of Administrative Development, in cooperation with the Central Inspection, are pushing the public sector forward through public administrations' sectoral and organizational performance assessment project. We will spare no effort to implement our projects to the fullest and optimize our performance." During a joint press conference with the Director of the Central Inspection, Judge Georges Attieh, to present the outcomes of the first stage of the "sectoral and organizational performance assessment" project, a pioneering experience covering six ministries, Her Excellency Mrs. Chidiac added: "This project consists of assessing the performance of public administrations (at the organizational and sectoral levels) based on performance indicators set in cooperation with the relevant administrations and inspectors, including administrative, technical, educational and financial officials."
Mrs. Chidiac saw that "the contemporary concept of 'management' is based on plans, objectives and measurable outcomes. We must adopt this new approach, which requires us to ensure good production and performance. This can be done by implementing modern processes based on a scientific and objective system that makes use of accurate indicators and criteria, that allow us to measure what has been delivered and to identify what is lagging. The purpose is to rectify the course of action, identify strengths and weaknesses in administrations and present findings to the government. This would make the government well aware of the administration's situation through a database that should underpin any plan for administrative reform and development." Mrs. Chidiac also uncovered the names of the four new ministries that will be included in the second phase of the project: The Ministry of Labor, the Ministry of Environment, the Ministry of Agriculture and the Ministry of Telecommunications.
