Research and Guidance Department 

Introduction

Introducing the Research and guidance department according to the legislative decree No. 115/59 related to the construction of the central inspection, the research and Guidance Department was assigned an organizational monitoring role that covers all the departments of the public sector (administrative departments, public institutions, municipalities and municipal unions).

With its attribute as the central organizational body, the Research and Guidance Department is assigned by law to assist the public department and to give its guidance in the process of administrative organization including those that are newly established or those that are already founded. This is achieved by setting studies and suggestions and by giving consultation on texts related to its organization, its task, authorities, administrative structure, the designation of its cadre and the improvement of its methods and means for the aim of its development and modernization.

With its monitoring attribute, the Research and Guidance Department participates - through the memberships of its president in the Central Inspection Board in the decisions by the board in the organizational and discipline level. In addition to this. The mentioned

  Department is assigned other monitoring tasks such as the investigations it carries out to study the needs of the administrative departments for filling the vacancies of its cadre, or the needs of these departments to set contracts, hire wage, earners, and rent administrative building including the agreement on these rents.
