Individuals can file complaints or claims to the Central Inspection against administrations falling within its remit, or against the employees or workers of these administrations, for investigation and establishment of facts.

Fourth: Anonymous Complaints
1. Any individual can meet the President of Central Inspection or an inspector-general and submit to them an anonymous complaint, featuring no signature. In this case, the complainant's name is kept confidential and is considered as a professional secret by the President of the Central Inspection or the inspector general. 2. The Central Inspection Secretariat receives anonymous complaints, or complaints with no valid names and addresses, however they are submitted. Without registration, they refer these to the President of the Central Inspection for their consideration and decision. No legal course of action is taken regarding these complaints unless they proved to be serious and included clear and specific facts.
Third: Submission of Complaint
1. The complaint should be submitted in person at the administrative bureau of the Central Inspection's Secretariat by the complainant themselves, provided that they present an Identification Document. The complaint is then registered with the said bureau, where the complainant is given a slip featuring their complaint's reference number. 2. The complainant can also submit their complaint by registered mail or via internet, provided that they include all the above-mentioned information.
Second: Addressee of Complaint
Citizens should address the complaint directly to the Presidency of the Central Inspection located at Baydoun bldg. - Verdun Street. Employees in turn should process the complaint through the hierarchical administrative chain.
First: Content of Complaint
The complaint should include clear and useful information, along with specific facts substantiated by supporting evidence, if possible. The complaint should be signed and should feature the full name, address and phone number of the complainant.
